Re:  SB 10 (Wiener et al.) Oppose Unless Amended

Dear Chair Aguiar-Curry,

Although we support the author’s efforts to provide more housing, we have concerns with provisions of this bill. We wish to express our opposition to SB 10 unless amended to address significant concerns with this bill. Our main reasons are as follows:

  • This bill does not provide funding for affordable housing or require cities or counties to construct any housing.

  • SB 10 sets a dangerous precedent for future legislation to allow local officials to ignore other ordinances adopted by voters.

  • Ballot initiatives are one of California’s most effective tools for preventing costly, inefficient, and environmentally destructive urban sprawl.

  • SB 10 treats voters like they can’t be trusted. It uses tactics similar to those increasingly being employed by legislatures in red states to undermine voters’ ability to take progressive action.

An additional reason is that it treats rural and suburban areas the same as densely urbanized ones. One size does not fit all. Each community is unique and accomplishing the goal of increasing housing should be incentivized, not administrated as a mandate.
